Strong mayor

New York City has a "strong mayor" governance system in which the mayor is the dominant force in city government. The mayor:

  • appoints and removes department heads;
  • initiates and administers the budget;
  • is elected to a four-year term of office by plurality voting; and
  • has a limit of 2 terms.
