Strong mayor

New York City has a "strong mayor" governance system in which the mayor is the dominant force in city government. The mayor:
- appoints and removes department heads;
- initiates and administers the budget;
- is elected to a four-year term of office by plurality voting; and
- has a limit of 2 terms.
