Since their formation in 1975, the Community Boards' limited capacity to energize and lead has been frequently cited. With the diminution of representative entities and explosion of governance-enabling opportunities available through IT, several efforts have begun to explore ways to improve the local governance process.

The Campaign for Community-Based Planning - Formed in 2000, the Task Force's focus is on reforming the traditional land use planning process. The Task Force issued a report in June 2005 recommending changes to New York City's formal community planning process and other ways to improve local governance. The Task Force works to implement its recommendations through the Campaign for Community-Based Planning.

The BeyondVoting wiki is part of a global effort to inform, research, propose, and energize thought and action to improve grassroots governance.
